What does this MR do and why?

Nudges the user to create new projects within a group rather than defaulting to their personal namespace. This is to help them experience the full value of GitLab & to make it much easier for them to upgrade the project/group in the future.

How to set up and validate locally

  1. Login and create 2 groups
  2. Open Menu -> Projects -> Create new project
  3. Select any option
  4. Fill Project name, click Create project. Confirm error appears
  5. Select any group for Project URL, click Create project. Confirm project is created
