Add metric to track projects with atleast 1 alert to usage ping data
What does this MR do?
Add an entry into the usage data ping to track the number of projects with at least one prometheus alert.

For a paid feature, have we considered GitLab.com plans, how it works for groups, and is there a design for promoting it to users who aren't on the correct plan?
