[graphql] Move graphql_name call to beginning of class

What does this MR do and why?

A change in graphql-ruby gem 1.13 changes how input names are calculated. Having graphql_name called after any arguments are defined can cause naming issues. So just standardize on putting it at the top.

A cop to enforce this will be added !80522 (merged), after this MR gets merged.
