Use using_connection similar to how JobCoordinator does it

What does this MR do and why?

Extracted from !78182 (46817477)

Fixes the spec to work with fully decomposed databases

Ideally we resolve this more globally but that can be follow-up (#352333)

To test locally:

  1. export GITLAB_USE_MODEL_LOAD_BALANCING=true
  2. Run the spec
