Add the step_nav component to be used by the Pipeline Wizard

What does this MR do and why?

This MR is part of a larger effort to introduce the Pipeline Wizard Component

This introduces a simpler step nav component that will help navigate forward/backward between the Pipeline Wizard's steps.

It has been moved out into a standalone MR to help reduce the Pipeline wizards MR size.
