Update API to accept BroadcastMessage target_access_levels attribute

What does this MR do and why?

This MR updates the docs for Broadcast Messages feature to include the new options for admin to target messages to users with a set of roles in groups and projects.

It also updates the API for the same feature to accept and return target_access_levels attribute.
