Cleanup of epics index action

What does this MR do and why?

Related to #351563 (closed)

Because epics index page now loads epics asynchronously, we can skip loading of epics on index action. JSON response is still used by epics dropdown on issues list page so we still need it but perhaps we could remove it soon too (related discussion in #351563 (comment 830252769))
