Hide user cap alert if viewing pending members

What does this MR do and why?

When a group reaches it's user cap (feature flagged), an alert is displayed with a link to the pending members management screen.

This MR stops showing that alert when viewing the pending members management screen, because it would only redirect them to that screen anyway.
