Drop `memory-static` CI job code

What does this MR do and why?

We disabled the job in !79010 (merged) because of intermittent SIGSEGVs.

Aside from segfaults, this job has other problems:

• not consistent results (more in #350270 (comment 824957733))
• the data it provides is a subset of what memory-on-boot could provide, and less accurate because we don't load the app. More on this in https://github.com/zombocom/derailed_benchmarks#use

Taking all this into account, I suggest removing it entirely.

How to set up and validate locally

The change is a no-op, no difference is expected.
