What does this MR do and why?

This MR re-introduces the changes in the reverted MR !78987 (merged) (revert MR). It also includes changes to fix failing tests that led to the original MR being reverted.

For easier review, the only new changes here are the fixes for the failing tests which can be seen in this commit: !79391 (48f581b2)
