Added spec for creating project from top-level group when template set on a sub-subgroup

Adds a failing test to 6861-group-level-project-templates branch for creating project from top-level group when template set on a sub-subgroup. This test will catch the issue mentioned in this comment

This MR can be merged to the main branch once the issue is fixed on the main branch and this branch is rebased.
