GeneratePipelineService for 5mp Google Cloud

What does this MR do and why?

This commit introduces the GeneratePipelineService that either creates a pipeline or modifies an existing pipeline and appends the deploy-to-cloud-run job.

This is done in a commit in a new feature branch.

This service will be used in upcoming MRs in the project :: google cloud :: deployments controller.

None. Purely backend.

How to set up and validate locally

This service is not yet being used in a controller. This MR simply introduces a service that will be used in subsequent MRs.
