Add docs about reducing storage for Package

What does this MR do and why?

As part of the GitLab Free User strategy, this MR adds documentation for the Package Registry and Dependency Proxy that is dedicated to reducing storage usage. The goal is to have a page we can directly link users to when their usage quotas have been exceeded.
