E2E: Respect quarantine context for rspec-retry

What does this MR do and why?

Describe in detail what your merge request does and why.

Respect quarantine context when setting retry count. Currently any spec with quarantine tag would not be retried even if quarantined only on one specific environment.

While this doesn't solve the problem, it should decrease noise from periodically failing gitlab migration specs.
