Advanced Search: Always use UTC for index names

What does this MR do and why?

I've noticed that Advanced Search index timestamps are in local timezone and not UTC. This MR fixes that.

gitlab-production-20220119-1402 will be equal to 2022-01-19 14:02 UTC
