Removing `rules:exists:'$CI_CONFIG_PATH'` because it doesn't work

What does this MR do and why?

This is a small change to update the CI file for the compliance framework, since the current include silently fails due to #283881 (closed).

Not sure completely removing the rule is the best option, but the docs as they exist do not have a working example config. This was prompted by a customer ticket.
