Wait for 2nd pipeline to be created

What does this MR do and why?

#349358 (closed) is still failing after previous fix (waiting for UI to update pipeline id). I suspect we also need to wait for pipeline to be created after submit CI file changes. It might take some seconds. So I'm adding another wait to ensure test waits for 2nd pipeline to be created before proceeding to expectations.
