Quarantine kubernetes test

What does this MR do?

This test is currently only running in staging. Failure started to occur around 2022-01-06 and an initial investigation was not conclusive around the root cause. Will require some more time to check it locally and inspect the GKE cluster.

• To ensure a faster turnaround, ask in the #quality Slack channel for someone to review and merge the merge request, rather than assigning it directly.
