WIP: Add the modals the the security dashboard
requested to merge 6709-group-security-dashboard-modal-fe-ee into 6709-group-security-dashboard-overviews
What does this MR do?
Adds the modals to the security dashboard.
In order to do this, I've had to re-work the existing security reports modal to decouple it from the reports store.
There's a small amount of duplicated code between the two stores as a result but this was the simplest solution to get the modals working.
