Update flash alerts of Admin Runner UI
What does this MR do and why?
This change updates the flash messages appearance for the Runner's UI. These messages are shown when user update data some errors occurs.

How to set up and validate locally
- Visit the Runners Admin section (e.g. http://gdk.test:3000/admin/runners)
- Go offline
I used Chrome Dev Tools to simulate an offline network
- Click on the Delete button, or the Pause/Resume button
