What does this MR do and why?

This adds an Auditability section to the MR acceptance checklist, with guidance that refers to a new section in the Audit Events implementation guide. This is intended to help us avoid implementing features without at least documenting that an Audit Event should be added.

MR acceptance checklist

This checklist encourages us to confirm any changes have been analyzed to reduce risks in quality, performance, reliability, security, and maintainability.
