Move docs codeowners to end of file

What does this MR do and why?

Related to #349587 (closed)

This MR does not change any content in the CODEOWNERS file, and simply moves down all the docs/ code owners to the bottom of the page. This section may grow to be the largest in the file, so we should put it at the end so we aren't hiding any of the other sections.
