Update look and feel of runner heading
What does this MR do and why?
Depends on !77561 (merged).
This change updates the looks and feel of the runner heading according to new designs.
This update adds the date in which the runner was created to this heading.

How to set up and validate locally
- With some runners setup
- Visit the runner admin page (e.g. http://gdk.test:3000/admin/runners/)
- Click on one of the runners (e.g. http://gdk.test:3000/admin/runners/108)
- Confirm the new header has the right data, submit the for for good measure
