Clarify some expectations about adding database plan limits migration
What does this MR do?
This MR proposes 2 small changes to the docs about custom plan limits:
- There's no need to hit the database with create_or_update_plan_limit for default values. So we can keep those calls commented out just for code documentation purpose.
- When rolling back it's better to rollback the customizations to the default value than setting them to 0 which is unlimited and could be dangerous.
