Remove outdated `rblineprof`

What does this MR do and why?

rblineprof last commit was 6 years ago: https://github.com/tmm1/rblineprof
We used this gem only in Sherlock which is removed: !77345 (merged) and its code is deleted.

So we could drop that dependency too.

How to set up and validate locally

Check that the development environment works.
