Updating the capitialization on settings to make features consistent

What does this MR do and why?

We have a list of settings at the https://docs.gitlab.com/ee/user/project/settings/#sharing-and-permissions page and all are capitalized except Issue Boards. This merge request is to make the settings consistent.
