Add removal date to deprecation docs
Description
This adds the removal date to the deprecations docs https://docs.gitlab.com/ee/update/deprecations.html.
To update the doc/update/deprecations.md file, we need to run the bin/rake gitlab:docs:compile_deprecations command.
