Add ability to retry scans from on-demand scans list

What does this MR do and why?

This adds the ability to retry failed scans (or ones that succeeded with warnings) from the on-demand scans list.

How to set up and validate locally

  1. Navigate to the on-demand scans index page in Security & Compliance > On-demand scans.
  2. Run at least one scan that would either fail or succeed with warnings.
    • You should now be able to retry that scan from the list.
