Remove old conflicts page, repoint, add info to new page

What does this MR do?

  • Replaces doc/topics/git/merge_conflicts.md (which is outdated) with a redirect stub
  • Stub points to doc/user/project/merge_requests/conflicts.md
  • Old page does not exist in left nav, so no MR for the gitlab-docs repo is required
  • Updates link to old page
  • Adds table to doc/user/project/merge_requests/conflicts.md that attempts to articulate the kinds of changes that can cause merge conflicts.

Review checklist
