Added deployment page

What does this MR do and why?

It adds a new page focusing on Deployment management with GitLab.

It highlights the primary supported use cases.

I wanted

• to update doc/topics/release_your_application.md
• to create doc/topics/deployment/index.md
• and moved doc/topics/deployment/aws.md and doc/topics/deployment/ecs_quick_start_guide.md

Everything else is just broken link fixing.
