Add timestamp to GitLab Standard Context
What does this MR do and why?
It adds context_generated_at
field into GitLab standard context. That filed was added in order to help diagnose cases where
Snowplow events are send along with stale context due to cached layout. https://gitlab.com/gitlab-org/gitlab/-/issues/345036#note_742348507
