Related to #339706 (closed).

This MR:

  • Moves SNOWPLOW_NAMESPACE constant in Gitlab::Tracking::Destinations::Snowplow class
  • Removes the circular dependency from Gitlab::Tracking::Destinations::Snowplow.enabled? method
