Display empty text placeholder
What does this MR do and why?
When a project is not selected in the new policy modal, display a placeholder text which helps the user to understand what to do.

How to set up and validate locally
- Go to your project
- Expand Security & Compliance
- Click on Policies tab
- Click on Edit policy project
On master, this placeholder is empty if you haven't picked up a project. This branch displays a placeholder text.
