Add snowplow stats enabled metric

What does this MR do and why?

We add some new stats about snowplow settings, particularly whether it is enabled in the instance and where does the setting point to for sending data. Whether it's gitlab url or some other url.

We do not read the url, rather just a boolean if it's pointing to gitlab infra or private infra of the customer.
