Revert "Merge branch 'tor/feature/actual-jump-to-next-diffs' into 'master'"
What does this MR do and why?
This MR fixes #346182 (closed) by reverting !71508 (merged) and !74009 (merged). These MR's caused some styling not to be applied by adding a child between ul.notes and li.

Note: The spacing of the textbox and avatar is a known issue. I verified that this is the same behavior as 14-4-stable-ee.
How to set up and validate locally
- Start gdk
- Visit an MR
- Write a comment on one of the MR diff lines
- Click "Edit comment" button on the new note
