Introduce Geo proxy bypass handler for Workhorse tests

What does this MR do and why?

This removes the timing expectation (polling interval) from the tests and instead introduces a middleware that ignores requests to /api/v4/geo/proxy.

This is a follow-up from !74329 (merged), with more context in #345990 (closed) as well.
