Replace delayed project "removal" with "deletion" in docs and specs

What does this MR do and why?

There is a single feature set for "delayed project deletion", which has also been going by the name "delayed project removal". For clarity, and to fix an input label referred to in the documentation, this replaces "removal" with "deletion" so the feature goes by the same name everywhere in documentation and tests.

Note: There is a namespace setting called delayed_project_removal that this MR does not touch. After this MR we may update that next.
