Move frontend registry app to packages_and_registries

What does this MR do and why?

This MR moves the registry folder to packages_and_registry/container_registry

Note: that in this MR we are not moving yet the spec files, since they had to have their import path updated, we will move the specs on a separate MR to facilitate the review.
