Review app cleanup on schedule not on tags and in master
What does this MR do?
In https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/6665 we missed that automated cleanup job was gated at master branch. Since it runs on schedule, it is ok for it to run in master.
