Add margin to billings page

What does this MR do and why?

• Adds margin between page heading and the billing plan options
• Removes duplicate bottom margin that would conflict with this new plans margin

How to set up and validate locally

1. Log in as root in the UI
2. Enable Check feature availability on namespace plan under Admin->Settings->General->Account and limit
3. Log in as a regular user in the UI
4. Create a new top-level group
5. From that group, goto Settings->Billing to observe the groups billing page.
6. From user account, goto Preferences->Billing to observe the profiles billing page.
