Allow reporters to see the service desk email address

What does this MR do and why?

This MR changes the visibility of service desk email address. Now at least reporters can see it.

This was discussed on Slack and approved by @johnhope and @cmaxim

How to set up and validate locally

  1. Enabled incoming emails - it is enough to set the flag to true for testing this change
  2. Enable service desk for a project (General project settings)
  3. Go to Issues -> Service desk - guest should not be able to see the email address, reporter (and higher) should see it
