Draft: Export QA knapsack report

What does this MR do and why?

The test suite completes this copies the new knapsack report to a location that can be accessed outside the docker container and saved as an artifact.

How to set up and validate locally

The following command will use the image generated from the changes in this MR. It will run one test against a GitLab instance running at 127.0.0.1:3000 and will copy the knapsack report to /tmp/gitlab-qa/knapsack_master_report.json on the host machine.
