Fixes autoloading in development environment for LoadBalancing constant

Fixes the error

uninitialized constant Gitlab::Database::LoadBalancing::SidekiqServerMiddleware::LoadBalancing

in sidekiq jobs. This probably happens only in the dev environment because of reloads.
