Restore the BackgroundMigration.remaining method

What does this MR do and why?

Related to #343047 (closed)

Add back the BackgroundMigration.remaining method because our documentation refers to it as a means to check for background migrations before an upgrade.

This method should continue to work for single-database installations, so we should leave it here until we are prepared to make a breaking change and we need to support multiple databases for self-managed.
