This MR contains EE-only changes to "code" files, the fourth of five MRs that correct the grammar of "setup" to "set up" project wide. This MR touches EE code only and no docs, (spec details + comments, and one model). See https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/7347 for CE/EE changes.
