This is the EE port of (https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/21699), the third of three that correct the grammar of "setup" to "set up" project wide. This MR touches code only and no docs, mostly code comments and spec details, but also a few models and views. EE-only code is included here too.
