What does this MR do and why?

This MR is the second step in a trio of MRs !72802 (merged), !73423, !72803 (merged) aimed to fixing cop offences for Gitlab/NamespacedClass #321982 for issue workers.

  • First MR introduced the new workers and queues.
  • This MR schedules new jobs through the new workers
  • Third and last MR will cleanup old workers in a future milestone, so that any jobs queued to old milestones still can use the old workers to do the jobs.
