Increases number of includes from 100 to 150

What does this MR do and why?

• Increases the number of max includes from 100 to 150.
  This is under a feature flag, as we'd like to monitor performance, and if all goes well we will increment it to 200 and then 250.

• A metric was also added for this iteration to verify and compare performance of projects with +100 includes.
