Consolidate constants for external issues

What does this MR do and why?

We unknowingly duplicated some issue-related constants for the external_issues code. This MR removes the duplicated constants, and sources from the older app/assets/javascripts/issue_show/constants.js constants instead.

No user-facing changes in this MR.
