Fix policy alerts test case url

Describe in detail what your merge request does and why.

Fixes the test case link for policy alerts spec. There is another spec that has the same test case link which is causing many test cases to be created. A cop needs to be added to check for duplicate test case ids (will be done in another MR) to make sure this doesn't happen again. #343560 (closed)
